Hi Steven,
That's weird, the revisions on the DB seem to be fine. Perhaps is the archiver that is reactivating it somehow.
I've deleted it, and will keep an eye on it during the next few days.

It seems to be public - yet the last item in the activity stream
(http://iatiregistry.org/dataset/activity/unfpa-998) is my deletion...
