[datacatalogs] Data Catalog Interoperability Protocol v0.2 - RFC

Hi All,

A major revision of the Data Catalog Protocol and Schema (now Data
Catalog Interoperability Protocol) has just been pushed:

The main thrust of this change is to enhance and overhaul the protocol
section (which was fairly skeletal). The schema is largely unchanged -
though we anticipate some changes in this in relation to the
revision/finalization of DCat (the schema section is heavily DCat
based).

All comments very welcome and many thanks to everyone who provided
feedback on v0.1 (please note that several items are still being
worked on but just haven't made it into this revision - e.g. Ed
Summers suggestions re pagination and Atom-style setup). Direct
contributions are also welcome - just fork and submit a pull request!
