[datacatalogs] Proposal: retire this list in favour of the Open Knowledge Labs list

Hi All,

I wanted to propose retiring (and archiving) this list in favour of using
the Open Knowledge Labs as the primary discussion forum for items related
to DataCatalogs.org site:

Welcome people's thoughts here. If no-one has strong objections in the next
couple of weeks I'll start planning and executing a migration.
