Hi Adi,
I don't think there is something that does exactly what you want (the word
scrapbook implies for me a lot of freedom to mix and match in the design
which I think is lacking in a lot of tools), because I also would like such
a thing and concluded there wasn't one and started building it myself (that
was quite some time ago and unfortunately its still an unfinished project).
However there are some things that might do (some of) what you want:
http://www.everytrail.com/ - does a good job of bringing photos and gps
tracks together to tell a story about a journey
With CartoDB or MapBox you might be able to put something together where
you can show photos and text in the pop up boxes attached to GPS points.
In the more general 'storytelling' space, there are a few tools:
