[data-protocols] Datapackage Java library

Following on from Tryggvi's lead, I've start a Java lib for working with datapackages.  Currently it only reads, but I don't expect writing to be too far away (although it depends on me finishing the validation first). The current version is at https://github.com/rossjones/datapackage-java and although it doesn't yet provide direct access to the CSV it does include commons-csv (via the pom) until I get around to wrapping it in a helper.

Would be great to see a Ruby gem if anyone has time, would do it myself but I'm allergic to Ruby.
