[ECODP-dev] updating Operations Manual

Hi John,

thanks for the update. W.r.t. the scripts I think it would be good
that in the coming weeks you have a look at them as they are mainly
wrappers around CKAN functionality that is most used by PO.

Any news on the data publishers upload process?
