[ECODP-dev] updating the list of valid 'tags'

Hi Bert,

The tags/keywords are stored in the database and so can be updated using
the API.

For reference, the current tags are created from the JSON files in this
directory:
https://github.com/okfn/ckanext-ecportal/tree/master/data

The specific values for interoperability level are here:
https://github.com/okfn/ckanext-ecportal/blob/master/data/odp-interoperability-level.json
