[ECODP-dev] creating users using upper caseing

Hi Darwin,

What do you mean "correct" behaviour?

I see obviously a problem: namely the username is specified in UPPERCASE
and then by CKAN lowercased. This is nowhere documented.
Moreover the user who previously in release 00.08.0x could login with the
uppercased username cannot do it anymore in release 00.09.00.
Also the extract below is made on a release 01.00.00 and this is not the
expected behaviour according to PO.
