[ECODP-dev] Additions to the Operations Manual

Hi Bert,

I have added two sections to the bottom of our "Additions for operations
manual - Release 01.00" doc, listing the URLs accessible by publishers and
sysadmins. These are called "EU ODP publisher's area" and "EU ODP sysadmin
area" and are in the table of contents.
