[ECODP-dev] sysadmin user api cannot change its password

Hi Bert,

This issue should now be resolved. It was due to a bug that was introduced
in the CKAN 1.8 upgrade in release 09.00, the new password from the form
was not being passed to our user_update function.

I have pushed the fix to ckanext-ecportal and deployed it to test.
