[ECODP-dev] Problem with updating the nal list

Hi John,

some more background info.

I found out that this publisher was in the past set deprecated in the
source RDF, which normally means it was not uploaded then.
Now it has been activated.

Maybe it was active in the past, made then deprecated (so there the delete
came from) and now it is resurrected.
