[epsi-coord] Inception report - first topic report!

Dear all,

I have worked on the draft for the inception report for a bit today. I'd very much like to finish it this week, so we can send it to the commission on friday or during the weekend.

Couple of issues we need to resolve:
- the number of current users - TON
- We have a number of candidate events to serve as Mission Meetings. But what constitutes a mission meeting? Is it a MM if one of our team speaks and fits in a slide about EPSI? The list of events is:

 *   We have partnered with the Guardian conference on Managing PSI on March 1st. The conference was attended by the OKF, and MDR and the current team have actively sought cooperation with the Guardian.
 *   Ton has spoken on behalf of the EPSI platform at CeBit Hannover for the government of Lower Saxony on an open gov data panel on March 2nd.
 *   Marc or Katleen will speak at the Aporta conference in Madrid, april 29th on behalve of the platform.
 *   Katleen will speak at the INSPIRE conference in edinbrough early june, on behalf of the platform.
 *   Katleen will speak at the Geospatial summit in Budapest, hungary in june.
 *   Ton and Katleen will both speak at the Open Data Austria Conference in June in Vienna on behalf of the EPSI platform.
 *   In  September Ton will co-chair a panel on OGD at the Dublin Core conference in The Hague, the Netherlands.

- The budgets will be included later, I will do so, because copying excel-pictures into google docs is a b*tch. TOM

please check out the draft on google docs! Add comments and/or edit the text if there is anything you'd like to add!

One other thing caught my eye. We also have to produce a monthly topic report. I'd very much like to write the first one, but we need to establish a subject. Naturally, we will focus on this in the KoM as well, but how would you feel about a piece on all the different data portals that exist in Europe today. We could do a nice inventory, do some core statistics (e.g. number of datasets, number of Linked data sets), and interview the CKAN developers/project leads about the direction this is going to take?
