Hi Tom,

read through the report.

One typo stands out: the text with the two European maps says '80% of
questions', which probably should be '80% of responses'

In the introduction, would it help to more clearly spell out the question(s)
you seek to answer with the report, and have those topics return as section
titles (or rather I mean it the other way around, can you list the section
titles in the introduction formulated as questions?) If you think it would
help clarify the structure of the document that is.
That should then also return in the conclusions I think, summarizing the
answers to the questions?
I'm triggered by the 'structured as an academic paper' remark Juan made.

As to styling.
It seems Juan refers to the document TR1 (so restarting the count). I would
make the title big, and the 'topic report bit' simply a reference number.

Are there some interesting quotes you can lift from the responses that
illustrate some of your main points? We could put them in a highlight box.
It allows us to bring back a 'human voice' that way. (if there are such
quotes available, that is)
