[epsi-coord] Which TR is number 8?

Hi Tom, Daniel,

I was publishing the TR's on parliamentary data and the one comparing the
public consultations on the PSI Directive.

Both have TR number 8 as their title. Which one is which? And which one
should be adapted? Doe this mean the Portugal TR is number 6?

Also, Tom, the TR on the PSI Directive consultation contains some
formatting errors. It says 'abstract, calibri, 11 points' in various places
in the document, and the content page has 'bookmark undefined' error
messages for some page numbers.

Maybe it would be good to correct the PSI Directive consultation TR, and
also renumber that one to 6 or 7.

The PDF for the TR on parliamentary data can then be left unchanged, right?
