It was mentioned by the Finnish representative (Antti Eskola) at the PSI
Group Meeting in Luxembourg on 13 September, during the presentation of
impact assessment studies on the PSI Directive.

It's an interesting study. It's also worth a bit of time to go through the
study by Graham Vickery that pulls together all kinds of economic studies
into PSI to look at the summary/total picture:
