[epsi-coord] Tender on the ePSI frontpage

Hi all,

at the request of Juan I have added a permanent reference to the new tender
on the ePSIplatform front page. See http://epsiplatform.eu/ in the right
hand side bar. It wasn't possible to do it as banner (no graphic to use as
backdrop), and news scrolls of the page fast.

Maybe someone can also create a small news item on it?
