Ton,

Please proof english this TR, and some of its content ( e.g....and decrease
poverty among citizens??????).

I think its added value for PSI re-use is very very limited, and you are
just reporting from a WB Report.

You may thereafter publish it although I will not accept another TR with
such a low level of quality. If the TR fails to provide added value let's
look for a revised topic.
