[epsi-coord] PSI Scoreboard good news

Hi all,

I've been in touch with Katalin at the EC yesterday about the PSI
Scoreboard. They are giving us the green light to move forward and publish
it again. The only adaptation is that we change the accompanying text /
explanation with the scoreboard so it is more positioned as non-official
etc. I'll also try and respond to some of the criticisms from the MS in
that text.

She also invited me to the PSI Group Meeting to present there, and discuss
the PSI Scoreboard. I've accepted the invitation.

I aim to republish the scoreboard early next week.
