[epsi-coord] Supporting 1st Spaghetti Open Data meet-up in Italy

Personally I would tend to think the money is better spend for travel bursaries for our own conference in Warsaw. 

But if you and all others think its worth spending money on the Spaghetti event I am ok with it as well.
