[epsi-coord] Topic report Local data

Hi all,

Antti and I have exchanged some e-mails on this yes. Later this week I will
do a little bit of editing following Antti remarks. Then I also know if we
need additional text on examples, but the 'storyline' of the report does
not really allow for it currently. It is more a question of writing 'local
and regional' where it now says regional, and perhaps emphasizing regional
examples more in the list of local and regional data initiatives already
given. It's now mostly a problem that 'regional' is hardly mentioned, under
the assumption that local and regional are not essentially different.
