You can create a nl team on transifex:
http://www.transifex.net/projects/p/ckan/c/website/
or just download the pot file:
http://www.transifex.net/projects/p/ckan/c/website/raw/ckan/i18n/ckan.pot
translate it and let someone else submit it to transifex.
