I think what you are referring to is geoimage.at [0] which started a free of
charge image server last year [1].

The terms of use for the free services are pretty restrictive, but they
allowed it to be used for OpenStreetMap which drove up there usage
significantly.

Maybe the free server also pushed more people to take a look at there other
services and buy some of there commercial offerings, but I don't know that
for sure.
