There is a lot of discussion about this and I hope the people in the Cabinet Office give more information soon on what they mean.

I tend to agree this is not about starting new charges but stimulating commercial versions of things like Opencorporates and expensive business to business B2B services rather than the free Iphone apps and web hacks we see now
