[euopendata] 5-star linked data questions...

Hi!

I am implementing the 5-star scheme
(http://lab.linkeddata.deri.ie/2010/star-scheme-by-example/) in the
opengov.se catalog application and have some questions:

1. Are there URI:s to identify each of the stars?

2. Right now the wording of the three star data says "use
non-proprietary formats (e.g., CSV instead of Excel)". I have had
several people saying that the Excel format can be considered
"non-proprietary" as it is available as an open specification here:

Ay ideas?
