[euopendata] [psi-workers] Timing of pan-European open data competition

Dear all,

I would suggest to start the competition at the assembly in June, because this would give more time preparation and spreading the word

I would also suggest to give developers more time for the competition e.g. from June until November / December

I was already a bit concerned that the tight schedule might result in little participation and media coverage.
