The CC0 licensing is part of the Europeana initiative but applies just to
their metadata (catalogues) and not to content itself.

Subject: [euopendata] Open Library Data?
This is open question.. Anything, anywhere related to libraries opening
their data?
In Finland we have seen two relevant library data openings from this year
[1] [2] (access to data from here [3]). I just spoke with the library
people here and they would be willing to get to know other open data
librarians from different countries, any contacts?
I also found out that Europe's national librarians recently agreed to
support Open Data licensing (CC0) [4]
