One possibility that isn't specifically mentioned but possibly is on the
radar is turning it into a meta index, pulling together existing subject -
specific indices. We've done the Open Company Data Index in conjunction
with the World Bank Institute. I think other groups have done ones for
democratic/parliamentary data.

This might be both more sustainable (being able to leverage existing
communities) and higher quality (those communities will have specialist
domain expertise), not to mention more in tune with the open distributed
nature of open data.
