Hi Ton 

 In terms of engagement, the mechanisms to contribute to the scores could have a lower barrier than an email list. I am not sure if this is in the list of "issues" you mentioned. For example, instead of linking directly to the data source the index could link to a page with the rationale for the score, history (has the score improved?) and some discussion tool where datasets and potential challenges could be posted for review.
