Findlay,
ENEL, Italy's main energy producer also publishes some data at http://data.enel.com/ concerning energy production and demand. No idea how detailed that is or not.

I suspect the 2010 data should be available or traceable through OKF and the people at http://energy.publicdata.eu/ee/
As to buildings and energy usage:
For the Netherlands you can find all buildings in the BAG register at (It doesn't contain building's usage per se, but does list build dates etc.) The BAG can be downloaded in full at http://geodata.nationaalgeoregister.nl/inspireadressen/atom/inspireadressen.xml (zip file itself at http://geodata.nationaalgeoregister.nl/inspireadressen/extract/inspireadressen.zip )
Industrial energy use I don't think is available for the Netherlands. The small users data is available at postcode level (which can be matched with the BAG above), from Liander, the company that runs the electricity and gas network infrastructure. The data can be found for 2009 until now at http://www.liander.nl/liander/campagne/open_data.htm in CSV files.

* Any ownership/tenure data (which sectors have predominantly owner occupied buildings? Which have predominantly tenanted buildings?)
* Percentage of buildings in each sector with BEMS/BMS (building energy management systems or building management systems)
The last pieces of data may be difficult to source.
