This was released today: http://startupmanifesto.eu/

Includes mention of open data:

"Make Government Data Public

The irony of public data in the EU is that so little of it is actually
public.
>From transportation to treasury to tender information, opening up
government data can increase transparency and trust, while increasing
citizen engagement, empowerment and equality. In addition, unlocking
public data from its shackles allows innovative companies to introduce
new products and services that can further reduce the dependence on
central government and create new businesses at the same time."
