Dear Jaime,

Sorry to not reply earlier but I was on holiday last week. I will sent a
reply to your formal request. This was something that was prepared
before I went away as a possible joint submission for the Open Rights
Group/EFF/Open Knowledge Foundation but as the wheels of consensus grind
slow it still doesn't seem to have been sent. Thus for the time being it
will just be coming from the OKF (I'm mentioning this so that if you
suddenly receive an identical submission from ORG or EFF you'll know why).
