[okfn-coord] Communia Network Agreement + first bank transfer?

Not to be technical, and if it's unwarranted please tell me, but is it  
that:

-- Rufus you saying to Jonathan "I therefore propose that you be made  
an authorised legal representative for the OKF in relation to the  
COMMUNIA network effective immediately" that gives Jonathan the power
OR
-- that the board has already given Jonathan the power to sign on  
behalf of OKF before I came on board (to the board).

I'm fine with Jonathan having the power, I just am not sure the first  
of the two options is valid, though there as a practical matter it may  
well not be an issue in this case.  But as we (hopefully) will be  
signing more agreements for money in the future, I think we should  
work out formally who can sign, in what capacity, what their authority  
is, and then potentially adopt it as a motion in our minutes at the  
next board meeting.
