[okfn-coord] OKF Hosting agreement

Jonathan -- thanks for the edits.

I did a few tweaks on it today, but I think it probably needs another  
round of edits before being put to full use.

Should we put it out to the discuss list once we're done with it to  
see if everyone's happy with it?
