The innovation one would have to be led by Rufus or someone else. I'd
love to work on this - but would need a bit of guidance. I would be
happy to take a lead on (and probably execute most of) the work
documenting aid datasets.

Have more bandwidth now, as I'm moving onto PhD stage. (Was busy over
summer finishing MA thesis) As above, I think I have experience for
work documenting datasets.

I have a couple of people in mind if it came to this. One is an
engineer (ex Cambridge and RCA) with a background in international
development and open source. Another is an open data campaigner here
in Berlin. There are also a couple of people in the US, but would
prefer someone in UK or Europe. In any case I have no doubt we could
find someone if this was paid work.
