[foundation-board] contact on EU tender

Sorry there are two things here:

  (i) David Osimo asking us (you, Rufus) for support on his bid for
the EU PSI pricing study for the Commission. This is more complicated
in my mind as I'm not sure what his approach is, whether you'd support
it, etc. Also implicitly involves your economist hat, as well as OKF
hat, I presume. Thats what this email thread was originally about. Let
me know either way and I'll sort it out.

(ii) The ePSIplatform bid. We're thinking of bidding for the tender
for this, drafting led by Ton Zylstra, under the auspices of OKF (and
Tech4i2, David Osimo's company). We have good indication that (i) EC
want to see fresh blood, and (ii) consortium with the OKF and others
would have a strong chance (I'm told competition is mainly fairly
pricey consultants). As Chris Corbin hired Ton to replace him, I'll
ping Ton about speaking to Chris, to give him a chance to spreak to
him before I sound him out. Its 3 year project, circa 300k budget,
around 5 core partners. Deliverables = news platform + series of
events related to PSI (public sector information). Why should OKF do
it? It would heavily overlap with work to build a pan-European network
of open government data advocates and experts, fund lots of events,
and give us a direct pipeline to the Commission on PSI related policy.
