[foundation-board] Situation with data.gov.uk CKAN work

Just a quick note to say I'm still waiting for an answer to the questions below.

I'm happy for other members of the Board to tell me to shut up if they
think I'm being trivial or obstructive, but I view this situation as
the greatest risk to the OKF's development currently and I'd just like
to be better briefed on it.

I'd also note that nobody on the Board has yet explicitly agreed with
Rufus's advice to us, which exposes us all to quite a bit of risk.
