It would be good if I could briefly talk to a representative of the
board about this EU tender bid which I think we are going to go for.
Would one/several of you be free to chat about this later today or

I spoke to Javier this afternoon.
Of course, for the sake of balance and transparency he could not say
much. But I think it was revealing nonetheless.
He pretty directly confirmed he would like to see me put in a proposal
with others. "We only met in February for the first time, and now look
how you have become one of the key people in this area". He also
acknowledged their good connection and impression of both Marc and
OKF.
As to the network / coverage, he said to look at the evaluation of the
current platform and see where it is strong now, and weak. And why it
is strong and weak where it is.
The current content as central repository of info is the core of the
current success, but they are looking to do much more with social
interaction "If you can show us how to catalyze that social
interaction"
As to the OKF as a vehicle. He said nothing direct but later on
mentioned that it is a service contract (like Juan said), and if you
offer that service with a reliable group of people any partner would
be ok. Reliability as prescribed in the tender specifications that is:
"Describe well what it is you are going to do, make sure you are
complete against the objectives and evaluation criteria."
I said to him I noticed that impact analysis and psi value proof was
not in the tender. It was left out as they thought it could not be
done within the current platform context. But of course impact and
value are core concerns for the EC.
Later he said referring back to this "Read the evaluation criteria and
objectives, and if you think we have forgotten something important
...... "
I can bring in the instruments that allow us to measure impact
patterns from the current content plus the interaction we want to
generate around it. (Basically, if you know how to aggregate/summarize
it precisely right, the content of the interaction is your impact
measurement) Anyway, I'll put that in the concept proposal in a way
that explains it better.
I think that all in all the conclusion is that if OKF can make the
criteria as a lead contractor, it should be no problem for us.
