What's happened?

I do not see an "enclosed budget" as specified in p4 of 26154916.pdf
"Basic Grant Conditions" point 3 "Changes to any specific line item in
the enclosed budget greater than 5% should be approved in writing by
Knight Foundation prior to making the change."
