[okfn-coord] Rename of okfn-coord mailing list to foundation-board

Dear All,

Effective immediately the okfn-coord list is being renamed to
foundation-board at lists.okfn.org. There should be no need to
resubscribe as the archive and memberships should be preserved.

This change is part of a move to repurpose the board to a more purely
board/oversight type role and to form a new Coordination Group for the
purposes of general coordination and direction of OKFN affairs --
something we have all talked about several times, most recently at the
pre-OKCon supper.

WARNING: the plan is to re-use the okfn-coord at lists.okfn.org address
for newly form OKFN coordination group:
<http://www.okfn.org/governance#CoordinationGroup> (hence the rename!)
Thus please be careful going forward to not accidentally board related
matters to okfn-coord (not a risk if you choose not to become a member
of that list!).
