[foundation-board] Request for board approval to start working towards OKF Austria

Yes indeed I am aware of this excellent work! What I'm asking for is
+/-1s from all who read this ASAP to start to get the ball rolling on
an Austrian chapter.
Don't want to embark on this without board authorisation. This isn't
sealing the deal, but they'd like to be able to start talking to
people about a possible OKF Austria chapter (and doing this publicly)
right away. The reason this is time sensitive is that they are talking
to a lot of gov/public sector people who they want to ask to be
involved from the outset (a very good idea in my humble opinion).
