[foundation-board] Proposals re contract signoff and payment authorisation

I'm comfortable with having Jason sign our contractor agreements -- can we limit this authority to only this area?  Will that be workable Jason?

I'd prefer only our usual signatories be allowed for contracts such as consortia agreements, funding contracts, or project work.
