[foundation-board] Proposals re contract signoff and payment authorisation

Limits seem good to me. I don't think we need to have a daily limit but an
invoice limit of £7K seems fine.

In summary thus far:

An authorised payment ceiling of £7K per invoice
Signing authority for contractor agreements

I support both.
