[foundation-board] URGENT: EC open data portal bid - Teaming Agreement to be signed

Dear board

We discussed some time ago whether OKFN should bid for the European Commission's tender for an open data portal. The general view was positive.

Since then Rufus and I have discussed with a great number of partners before deciding on a preferred partnership which is TenForce, University of Leipzig and ourselves.

We know these partners from the LOD2 consortium we are working on and Soren Auer from Leipzig is on our advisory board. We believe they are the best partners for us and they are extremely competent.

A short letter of understanding has been agreed with them to say we will exclusively developer a proposal with them and this will be confidential - it is not public who our partners are.

It is now time to formalise things further. I attach the draft Teaming Agreement TenForce are asking Leipzig and us to sign.

IANAL but it all reads as pretty standard stuff. So I am asking the board's authority to sign on OKF's behalf.

Please let me know your views as soon as possible - we need to finalise all paperwork this Wednesday 14th September.
