[foundation-board] scheduling of extraordinary board meeting

There seems to be a consensus that an additional board meeting should be
held in advance of our next scheduled meeting in June.

I propose that this meeting should be held on a weekday evening in
Cambridge with a phone-in option as usual. I will also confer with Stephen
King's PA as to his availability but will prioritise board member
attendance when choosing a date.
