[foundation-board] OKF strategy deck from Board Retreat

Many thanks to those who joined our retreat on Sunday.  Your input and
reflections on our current position, strategy and governance were very
helpful.

I attach the deck Rufus and I presented which outlines our vision and
strategy for the Open Knowledge Foundation going forward.  We would be
delighted to discuss this further with any of you; the overall direction is
set although we are still working on how we communicate this.
