[foundation-board] PROPOSAL: Approval of draft annual accounts 2011-12

Many thanks everyone. We have a unanimous approval and so the board has
resolved to approve this set of accounts.

I will file the accounts today, and will make the minor text changes Paula
has mentioned for our copy.
