[foundation-board] reminder of upcoming board meetings

Board meetings are held in London on the second Tuesday of odd months,
18:30-20:30, with a Google Hangout option for those unable to join in
person. The next meeting is Tuesday November 12th and then the next meeting
will be January.

On the second Tuesday of even months we hold the same time slot for a
google Hangout, as an opportunity to explore issues in more depth; this is
not a board meeting but an additional time when board & exec can catch up
if required. The next one of these will be 10th December and then February.

I've attached our current 2-pager intro to the Open Knowledge Foundation
for reference. We'll be thinking about how to do full on-boarding in the
coming weeks.
