[foundation-board] FYI - ON proposed grant metrics

*Just to update you on the latest from ON on the grant
metrics:Unconditional metrics:Y1 - School of Data* Review and assessment of
work to date, enabling the programme to be developed and enhanced with a
plan for scaling and/or deepening the training offerings. Also, putting
processes in place for ongoing evaluation of impact going forward. A report
will be provided detailing the results of the review, and the revised
programme plan including impact evaluation.Y1 - Open Data Index* Full
review of methodology (including datasets included, scoring, and review/QA
structures) with expert community input, leading to more robust and
effective Index. A report will be provided indicating who was involved in
the review and summarizing feedback and learning.*

*[expert community input being:1. Providers of indices such as IBP, Global
Integrity, NRGI etc2. Open Data Experts both organizational (such as
Sunlight, World Bank, etc) and individual (e.g. Andrew Stott, David
Eaves)]Y1 - - Completion of OTR (organisational talent review) and
Strategic review*

Conditional metrics for second $500k disbursement:

   - Recruitment of a new senior executive (after review of leadership
      roles) depending on ON's satisfaction
      - Strategic plan and operational roadmap for CKAN commercial
      activities, approved by the Open Knowledge board.

The main change would be to the disbursement schedule, whereby the metrics
above would not have a deadline attached to them.
