[foundation-board] Charity Commission update and next steps

Dear Board,

we had some productive talks with the Charity Commission over the last
several weeks, including one in person meeting and a follow up email from
the commission.

Right now, it seems as if the only hurdle between us and charity status is
what the commission calls "political activity" to pressure governments (the
ones that do not have any intention to open up just yet) to open up data.
While for OKI as an organisation, we are not doing such political activity
(and have, so far, no plans to do so), the commission is concerned that our
chapters and local groups can / are engaging in such activities.

We are currently mapping the existing chapters and the environments they
are working on, and we will formulate a position according to this
exercise. I will share this for your consideration / discussion / approval
by the end of the coming week (24. February), which will leave you and us
enough time to discuss and decide, before the 6. March deadline we got from
the commission for feedback.
