The Press Release below doesn't give much detail, but mentions 
[[the directive allows fees to be charged for access to data that has
to be updated frequently]] in its final agreed version, which probably
looks a lot like the amendments contained in this:

For me, it's all about metadata now, underpinning everything that the
constrained INSPIRE will enforce in the way of 'implementing rules'.
Plus finding more ways to promote open source and open standards
within INSPIRE, both for cost-saving and for helping to create a 
climate where open data is more of a 'natural' development. 

I would be interested to know if the FOSSGIS SDIC that Markus started,
http://www.freegis.org/database/viewobj?obj=738&_ZopeId=58273621A2l4Vfq9nqo 
can have any role in the 'implementing rules' stage, or how it may be
possible to follow along with the rules drafting teams and do
prototyping implementation of metadata search services.
